On August 8, 2025, the Legal Defense Fund; Delta Sigma Theta Sorority, Incorporated; the Barbara Jordan Leadership Institute; the Houston Area Urban League; Black Voters Matter; and Friendship-West Baptist Church submitted supplemental public testimony regarding the Texas’ mid-decade congressional redistricting plan that is being considered during the special legislative session. LDF previously submitted testimony to the Texas House and Senate Committees on Congressional Redistricting on July 24.
This supplemental testimony reflects some of LDF’s current thinking based on four regional public hearings and the new map introduced on July 30. LDF remains strongly opposed to the Governor’s call to conduct mid-decade congressional redistricting and strongly opposed to the proposed map on the basis of it weakening Black and Hispanic Texan voters’ electoral opportunities and a complete lack of rational justification and transparency in this redistricting process.
