In a letter to New York officials, LDF comments on New York State’s Action Plan, which outlines the State’s plan to spend federal funds for Hurricane Sandy recovery efforts.  In our letter, LDF expresses concerns that the State’s plan does not provide sufficient details for citizens to determine whether New York has met all the federal requirements for receiving the funds.  In particular, LDF is concerned that the State’s plan does not include demographic information, such as race and ethnicity, about affected populations in its unmet needs assessment nor does the plan include specifics about how the State will ensure that subgrantees meet their legal obligation to create and promote racially and socio-economically inclusive communities.
