On October 8 2021, the NAACP Legal Defense and Educational Fund, the American Civil Liberties Union (ACLU), the South Carolina State Conference of the NAACP (SC NAACP), and the ACLU of South Carolina submitted their proposed redistricting maps for the South Carolina Senate, South Carolina House, and South Carolina’s U.S. Congressional delegation. The maps were submitted to the South Carolina Senate Judiciary Redistricting Subcommittee and the House Redistricting Ad Hoc Committee. The maps are illustrative of ways this Committee may comply with its affirmative constitutional and statutory obligations and other guiding redistricting principles. The proposed plans comply with the one-person, one-vote principle under the U.S. Constitution, and Section 2 of the VRA ban on racial discrimination in voting. The letter reiterated concerns raised in LDF’s previous letters to the committees that the South Carolina legislature has failed to secure meaningful public input and ensure a transparent map-drawing process. Appendices with the proposed maps, demographic data, and prior correspondence were included with the letters.
