The New York Times New Orleans is finally rebounding from much of the devastation wrought by Hurricane Katrina. But five years later, a big problem remains: blighted neighborhoods. To attract a vibrant middle class, these neighborhoods need to be repaired and restored, or, at the very least, stabilized. Residents who have been unable to rebuild because storm relief grants were too small or unfairly calculated need more help from the city and state.
