LDF submitted a comment letter in response to the U.S. Census Bureau’s proposed Residence Rule, strongly urging the Census Bureau to count incarcerated people as residents of their last known, pre-arrest home address to treat them like any other group of people who may be away from their homes on Census Day, but still remain true residents of their communities.
